The GL Framework

Governance Legitimacy Framework — a universal tool for measuring what was previously unmeasurable.

Ping Xu · GFI Flow Intelligence · 2026

Before the GL Framework, governance was an abstract concept. Governments, international organizations, and think tanks discussed "governance," "effectiveness," "transparency," and "accountability" for decades — but these words remained qualitative descriptions. They could not be quantified, compared, or verified.

The GL Framework changes that. It turns governance from an abstract concept into a set of measurable parameters. Not "what is good governance," but "how do we measure your governance." Measurement is the starting point of all reform.

I. The Core Formula

GL = (Fs × Vn) / (Pd × Cf)
Governance Legitimacy Score

The GL score measures the delivery quality of a public system. It does not ask "how much money the government spent," nor "whether the policy is compliant." It asks:

"Does a public system actually enable people to accomplish what they need to accomplish?"

II. The Four Variables

Fs
Flow Success Rate
Of those eligible, how many actually completed the process? Not "how many applied," but "how many finished."
Vn
Strategic Value
How important is this service to people's lives? Does it address a real need, or is it a bureaucratic ritual?
Pd
Pain Duration
How much active time do people spend waiting, queuing, filling out forms, chasing approvals?
Cf
Cognitive Friction
How confusing, exhausting, and discouraging is the system? How many people give up because it is too complex?

III. GL Score Ratings

GL Score Rating Meaning
2.0 – 5.0 Efficient The system functions well; value created exceeds cost consumed.
1.0 – 2.0 Functional Degradation Low efficiency; value is being lost.
0.5 – 1.0 Fragile Highly unstable; may collapse at any time.
GL < 0.5 Data Lost The system is almost ineffective; resources cannot be converted into public value.

IV. The Eight Parameters

The GL Framework breaks administrative friction into eight parameters. Each can be observed separately or analyzed in combination.

01
Waiting Cost
Time the system requires people to wait. GDP does not record waiting — only the transactions that occur after it ends.
02
Repetition Cost
The number of times people are required to provide the same information. Each repetition consumes time and energy.
03
Collapse Cost
The point at which people give up. Each "forget it" is a collapse. GDP does not record collapses.
04
Information Asymmetry Cost
Losses from unequal information between transacting parties. The party with less information pays more.
05
Psychological Cost
The emotional toll of interacting with institutions — anxiety, stress, helplessness, shame.
06
Opportunity Cost
The value of options given up when a choice is made. These appear on no one's ledger.
07
Shift Pathway
The mechanism by which costs are transferred from those who create them to those who bear them.
08
Loop Closure
The completeness of value capture. Does value return to the public, or is it captured privately?

V. GhostGDP — The Ledger That Cannot Be Seen

GDP records completed transactions. It does not record waiting. It does not record filling out the same form multiple times. It does not record the moment a person gives up. It does not record psychological costs.

Those costs do not disappear. They are shifted. They are just not on the ledger.

GhostGDP = Waiting + Repetition + Collapse + Information Asymmetry + Psychological + Opportunity

This formula is not meant to be summed to a single number. It is meant to be a checklist of items that should be asked about but are not recorded.

VI. The Applications

The GL Framework has been applied to diagnose governance systems across multiple countries and regions. Each application uses the same four variables, producing comparable GL scores.

Layer 2 · Institutional Analysis
Layer 3 · Regional Comparison
Layer 4 · Humanitarian Baseline

VII. Independence · Stance

No Sponsor · No Boss · No Client · No Debt · No Dependents
No advertisers. No board. No review committee. No conflicts to manage.
No one to please. No one to fundraise from.
One rule only: the data speaks.
"If your system returns value to the people, we write that.
If your system shifts costs to the vulnerable, we write that too."

VIII. Conclusion

The GL Framework does not provide a single answer. It does not say that land should be completely private or completely public. It does not say that the government should capture all value or that the market should capture all value.

What it provides is a way of seeing. A framework for asking the question: to whom are costs shifted?

The first step is taking the increment back from private hands. The second step is returning the captured increment to the people.

When you have asked these questions, you may not have numbers. But you will have direction. And direction is more valuable than false precision.

GFI Flow Intelligence · 2026

GL = (Fs × Vn) / (Pd × Cf)

GhostGDP = 等待 + 重复 + 崩溃 + 信息不对称 + 心理 + 机会

Ping Xu · GFI Flow Intelligence · 2026

I. La Fórmula Central

GL = (Fs × Vn) / (Pd × Cf)

No "cuántos solicitaron", sino "cuántos terminaron".
Vn

V. GhostGDP — El Libro Contable Que No Se Ve

Esos costos no desaparecen.

Documentos Centrales

VII. Independencia · Postura

Sin Patrocinador · Sin Jefe · Sin Cliente · Sin Deuda · Sin Dependientes
Sin anunciantes. Sin junta. Sin comité de revisión. Sin conflictos que gestionar.
Nadie a quien complacer. Nadie a quien recaudar fondos.
