Why This Is Written as a Medical Chart

Policy language is designed to be forgotten.

Every feature of it works toward that end. The passive voice: "resources will be reallocated" — no subject, no responsibility, no one sacrificed. The abstract nouns: "demographic transition," "declining labor force participation" — people become numbers, deaths become statistics. The blurred tense: "in the medium to long term," "may face in the coming decade" — what has already happened is pushed into the future, made to feel like there is still time. The menu of options: "three approaches could be considered" — an emergency becomes a choice, and doing nothing becomes a reasonable one. The procedural language: "inter-ministerial coordination required," "pending social consensus" — responsibility dissolves into process.

None of this is badly written. It is written too well. It does exactly what it is meant to do: leave the reader remembering nothing, wanting to do nothing, and responsible for nothing.

Medical language works the other way. It is designed to be unforgettable.

Active voice: the heart is failing to pump blood — an action, a consequence. Concrete organs: the kidneys cannot filter toxins — body parts, not statistical categories. Present continuous: the blood bank is running dry — not "may in the future," but now. A single sequence: stop the bleeding, transfuse, operate — not options, but order. Order wrong, patient dead. Concrete deadlines: ten golden minutes — not "medium to long term," but a countdown.

The same set of numbers, in a different grammar, moves from "read and forget" to "read and cannot sleep."

"Not painful, not itchy" is not a flaw of policy language. It is its core function. This document exists to break that function.

Population collapse is not a debate. It is a fact that is already happening. Policy language pretends it can still be debated, because policy language serves the decision-maker's timetable. Medical language does not accept that pretense, because it serves the patient's timetable.

The decision-maker's timetable is the election. The patient's timetable is the heartbeat.

This document stands on the patient's side. That is why it is written as a chart, not as a policy brief.

A policy brief, once written, goes into a filing cabinet and is never read again. A chart, once written, is placed at the bedside, and every person who takes over must read it.

· · ·

Why Taiwan Is This Chart

This chart is written for Taiwan.

Not because Taiwan is the most representative case. Because it is the place I know best, outside the country I now live in. I grew up there. I was educated there. I can read every detail of its chart.

And because its administrative jurisdiction is small. Small enough that there is no excuse. A small jurisdiction can coordinate faster, pilot faster, see results faster. Japan, Korea, China, the United States — each is too large to move one part without moving everything. Taiwan is not. Taiwan could complete in ten years what others would need thirty to push through.

So the diagnosis is not that Taiwan cannot do it. The diagnosis is that it does not want to. There is no other reason.

· · ·

Vitals

Before treatment, the ER team takes vitals. Taiwan's chart, as of the most recent official data:

Taiwan · Admission Vitals
IndicatorReadingWhat It Means
Total fertility rate0.90 (2023)Far below replacement. Each generation is roughly one-third the size of the last.
Annual births134,856 (2024)Ninth consecutive year of decline. Lowest in history.
Share aged 65+18.7% (2024)Crossing into super-aged society. One in five will be elderly within a year.
Labor force contraction−200,000 per yearThe tax base is shrinking every year, not growing.
Disabled citizens800,000 now; 1.2 million by 2035Care demand is exploding faster than any system can absorb.
Health insurance / LTC fundsPersistent deficitsThe blood bank is running dry — while the one source still expanding sits outside the books.
Land value captureAlmost nilThe blood bank that society itself filled has never been opened.

Not a forecast. Not a projection. The chart as it reads today. Every line on it is already inside the body of the patient.

· · ·

Failing Organs

In the ER, doctors do not treat the whole body at once. They identify which organs are failing, and in what order, because that determines what has to be done first.

Five organs, in various stages of failure.

The heart: caregivers

Middle-aged women resign from jobs to provide full-time care, burning out in isolation. Patients survive; caregivers suffer strokes, cancer, or in despair, take their own lives. The heart failing to pump blood. Without circulation, the organs around it die one by one.

The lungs: healthcare and long-term care finance

National Health Insurance is admired globally for universal coverage at low cost. Medical demand is surging far beyond revenue. Long-Term Care 2.0 exists, but it is fragmented and bureaucratic. Too often the patient dies before the services arrive. The lungs failing to exchange oxygen.

The kidneys: disability and eldercare

800,000 disabled citizens today; 1.2 million by 2035. Families are forced to take over, draining themselves financially and emotionally. Waiting lists grow longer by the year. The kidneys failing to filter toxins.

The blood: the tax base

The labor force shrinks by 200,000 every year. Income-tax payers are rapidly disappearing. Health insurance and LTC funds face simultaneous crisis. The blood bank running dry.

The unopened blood bank: land value

The one source still expanding as the population ages — the value created by public infrastructure, captured in land — remains almost entirely outside public finance. The blood bank is not empty. It was never opened.

Five organs. Four already failing. The fifth is not failing — it was never used.

· · ·

Golden Window

In the ER, doctors tell the family: "We still have ten golden minutes."

For Taiwan, the golden window is 2025 to 2035.

The Decade in Three Phases
PhaseYearsWhat Must Happen
First cut2025–2027Diagnostic scan, unblock arteries, stop the bleeding, open the blood bank. Win survival time.
ICU2028–2030Social housing, long-term care, fiscal reconstruction. Rebuild organ function.
Rehabilitation2031–2035Full recovery. Restore blood production and immunity. Walk out of the hospital.

If the surgery is done within ten years, Taiwan can recover. If delayed, Taiwan will plunge into an irreversible demographic avalanche. There is no third option.

Every aging society has a window. What differs is how much of it has already been spent.

· · ·

Two Ways a Society Loses Its Own Wealth

When the chart was completed, it showed something that had not been visible before.

It showed the two ways a society loses its own wealth.

The first way: value that flows — and flows away

Land value is the only source still expanding as a population ages. Every subway, every school, every hospital, every road creates value. That value lands in the ground. Under the current system, almost all of it flows to whoever happens to own the land — not to the public that paid for it.

Not a leak. A pipe. A pipe built into the structure of the system, carrying public wealth into private hands, year after year, without anyone having to do anything wrong.

Land value is the blood that keeps flowing. And it keeps flowing out of the body.

The second way: value that freezes — and stays frozen

The other kind of loss is harder to see, because it looks like investment.

Taiwan has spent decades building gymnasiums, exhibition halls, activity centers, agricultural showrooms. Official figures count around 425 idle facilities. Academic field surveys count at least 800. These are the "mosquito halls."

Mosquito halls are only the visible tip. The larger pattern includes:

  • Large-scale properties built as political achievements — stadiums, convention centers, cultural parks — constructed to be inaugurated, not to be used.
  • Closed schools — more than 300 already, with 40 to 60 private universities projected to follow by 2035.
  • Idle public land and buildings — held by agencies that have no use for them and no incentive to release them.

Not wastes in the ordinary sense. Frozen assets. The money was spent. The land was used. The construction was completed. Then the value stopped moving. It sits there, consuming maintenance budgets, occupying space, producing nothing.

If land value is blood flowing out of the body, frozen assets are organs that have stopped working — still inside the patient, no longer doing anything.

Why these two are the same disease

Two separate problems at first glance. One about money leaving, one about things sitting still. They are the same disease, seen from two sides.

  • Flowing value is wealth that society created, captured privately before it can reach public hands.
  • Frozen value is wealth that society already paid for, locked in place before it can serve public needs.

In both cases, the public pays. In both cases, the public does not receive. In both cases, the fix is not to spend more money. It is to change the direction of flow.

The real diagnosis: a society that cannot capture its flowing value, and cannot release its frozen value, has no way to save itself. Not because it lacks will, but because it lacks blood and organs.

South Korea Did It. Taiwan Did Not.

In August 2026, South Korea's government pushed through a real estate tax reform. It raised holding taxes on non-owner-occupied homes, cut them for owner-occupiers, replaced long-term holding deductions with long-term residence deductions, and raised capital gains surtaxes on multiple-home owners in speculative zones. The finance minister said it plainly: "Houses are for living in, not for buying."

The reform was criticized hard. It did not increase supply. Analysts warned that rents would rise as landlords moved back into their own properties and rental supply shrank. Academics said the government had not clarified whether the goal was redistribution or price stability. The Chosun Ilbo called it punitive taxation.

All of that criticism is fair. The reform is incomplete. It does not touch land value capture. It may well push costs onto tenants.

But it does one thing that matters: it treats real estate as a problem.

In May 2026, Taiwan's government announced an 18-point population strategy. The core of it is cash: monthly child allowances up to age 18, higher birth grants, higher childcare subsidies, extended parental leave, lower student loan interest. A child born under the new scheme can receive up to NT$2.855 million by adulthood.

What is not in the package:

  • No land value increment tax reform.
  • No holding tax reform.
  • No vacancy tax.
  • No change to the structure that makes housing a speculative asset.

Nothing that touches the flow of value into land. Nothing that touches the frozen assets. Cash only.

And the timing is not incidental. The package was announced in May 2026. The nine-in-one local elections are in November 2026.

South Korea's reform is imperfect, but it admits that real estate is part of the problem. Taiwan's cash package is perfect, because it pretends real estate is not.

This is not a comparison of competence. It is a comparison of willingness. South Korea chose to touch the difficult thing. Taiwan chose to touch the easy thing.

The difficult thing is unpopular and takes ten years to show results. The easy thing is popular and shows up in the next election.

That is the entire difference.

· · ·

Recommendations

It is October 2026. The nine-in-one local elections are on November 28, less than fifty days away. No land reform will be proposed during the campaign. No holding tax reform will be introduced. No vacancy tax will be drafted. The election consumes everything until the last week of November.

That leaves one window: December 2026 to March 2027 — the first session of the new term.

If the land value increment tax amendment is not submitted in that session, there is no pilot in 2027. If there is no pilot in 2027, there is no national rollout in 2028. If there is no national rollout in 2028, the ICU phase cannot begin. If the ICU phase cannot begin, there is no rehabilitation by 2035.

Meanwhile, the Taiwan government has spent the months before the election distributing cash. The 18-point population strategy announced in May. Monthly child allowances. Higher birth grants. Higher childcare subsidies. Extended parental leave. Lower student loan interest. All of it cash. None of it touching land value. None of it touching holding taxes. None of it touching the frozen assets.

South Korea, in the same months, pushed through a real estate tax reform. It was criticized. It was incomplete. But it moved.

Taiwan did not move. Taiwan distributed cash.

Three recommendations. All three must pass in the same session. Each is written in two layers: the first is Taiwan's specific approach, the second is the general steps any country can adapt.

Recommendation One: Land Value Capture

One bill. Submitted early. Clear deadline.

Taiwan Layer: Specific Approach

Bill name: Amendment to Article 33 of the Land Tax Act, with a new Article 40-1 added to the Equalization of Land Rights Act.

Responsible agencies: Ministry of Finance (drafting), Department of Land Administration under the Ministry of the Interior (assessment), local tax bureaus (collection).

Legislative timeline: Submitted to the Finance Committee of the Legislative Yuan in December 2026. Third reading by March 2027.

Core provisions:

  • Article 33 amendment: The tax base for the land value increment tax shifts from "announced land value" to "actual market transaction value." Transition period of five years. Announced values are adjusted upward by 20 percent of the gap to market each year. By year five, announced values reach at least 90 percent of market.
  • New Article 40-1: Introduces periodic assessment. After public infrastructure is completed, land values in the surrounding area are reassessed the following year, and the increment is taxed. No longer waits for the land to be sold.
  • Floor rate: Increments caused by public infrastructure are taxed at 60 to 70 percent. Increments caused by the owner's own investment, if demonstrated, are exempt.
  • Ring-fenced revenue: Revenue is directed to the Long-Term Care and Social Housing Fund. Not the general budget.

Exemptions:

  • One owner-occupied residence, below a defined announced value (for example, NT$10 million), is exempt from periodic assessment.
  • Farmland in agricultural use is exempt.
  • Land reserved for public facilities is exempt until expropriation.

General Layer: How Any Country Can Adapt

Land Value Capture · General Steps
StepWhat to DoYour Country
1. Assess the status quoWhat is the current tax base? What is the gap between announced value and market value?Base: ______ Gap: ______%
2. Set a convergence scheduleHow many years to bring the base to 90 percent of market? Recommend five years, 20 percent per year.Schedule: ______ years
3. Introduce periodic assessmentHow soon after infrastructure completion is land reassessed? Recommend the following year.Interval: ______
4. Set a floor rateWhat rate on infrastructure-created increments? Recommend 60–70 percent.Rate: ______%
5. Ring-fence the revenueWhich fund receives the revenue? Recommend designating it for care and housing.Fund: ______
6. ExemptionsOne owner-occupied residence, farmland in use, reserved public land.Exemptions: ______

Diagnostic standard: If a country's announced land value is more than 30 percent below market value, the system is fictional. Any gap larger than 30 percent means the country's land tax revenue does not actually exist.

Recommendation Two: Vacancy Tax and Holding Tax

Land value capture opens the blood bank. It does not clear the arteries. Massive capital trapped in speculative real estate functions like blood clots. The vacancy tax and the holding tax are the cholesterol reducers.

Taiwan Layer: Specific Approach

Bill name: Amendment to the House Tax Act (adding a vacancy tax), Amendment to the Land Tax Act (raising the progressive holding tax rate).

Responsible agencies: Ministry of Finance (drafting), Department of Land Administration under the Ministry of the Interior (vacancy determination), Taiwan Power Company and Water Resources Agency (utility data), local tax bureaus (collection).

Core provisions:

  • Vacancy definition: A residential unit is vacant if, for six consecutive months, its electricity and water consumption is below 20 percent of the average household consumption, and no lease has been filed.
  • Vacancy tax rate: 3 to 5 percent of assessed value, escalating by 1 percent for each additional year of vacancy, capped at 10 percent.
  • Progressive holding tax: Second home 1.5 percent, third home 3 percent, fourth and beyond 5 percent. One owner-occupied residence is exempt.
  • Idle land: Urban idle land is taxed according to its development potential. Land idle for more than five years is taxed at the full potential-use rate.
  • Ring-fenced revenue: Revenue is directed to the Long-Term Care and Social Housing Fund.

Exemptions:

  • One owner-occupied residence is exempt.
  • Property actually rented out, with a filed lease, is not considered vacant.
  • Property acquired through inheritance, while title is being settled, receives a one-year grace period.

General Layer: How Any Country Can Adapt

Vacancy and Holding Tax · General Steps
StepWhat to DoYour Country
1. Define vacancyUtility-based or declaration-based? Recommend utility, at 20 percent of average household consumption.Definition: ______
2. Detection mechanismExisting utility database, or new inspection system? Recommend existing.Mechanism: ______
3. Vacancy tax rateHow high to change behavior? Recommend 3–5 percent, escalating to 10 percent.Rate: ______%
4. Progressive holdingSecond home, third home, fourth and beyond — what rates?Rates: ______
5. Idle landTax separately from idle buildings? Recommend yes.Yes/No: ______
6. Ring-fence revenueWhich fund receives the revenue?Fund: ______
7. ExemptionsOne owner-occupied residence, actual rental, inheritance grace period.Exemptions: ______

Diagnostic standard: If a country's urban vacancy rate exceeds 10 percent while the vacancy tax is below 2 percent, the tax will not change any behavior. The vacancy tax rate must be high enough that holding a vacant unit is more expensive than renting it out.

· · ·

Recommendation Three: Unfreeze the Assets

Land value capture gives the patient blood. The vacancy tax clears the arteries. The frozen assets are the organs. They are already inside the patient. They have been there for decades. They simply stopped working.

Taiwan Layer: Specific Approach

Bill name: Special Act for the Reuse of Idle Public Facilities, and the Act for the Disposal of Closed Private School Land.

Responsible agencies: Executive Yuan (cross-ministerial coordination), Ministry of the Interior (zoning change), Ministry of Education (school land inventory), National Property Administration (public property inventory), Public Construction Commission (idle facility inventory).

Core provisions:

  • National Frozen Asset Registry: By March 2027, establish a public database listing every idle public facility, every closed school, and every idle public land parcel. Location, area, holder, current use, assessed value, reason for idleness.
  • Fast-track zoning change: Educational land and public facility land can be reclassified as residential or long-term care land. Review period cut from three to five years to 18 months.
  • Single approval window: One agency designated by the Executive Yuan (recommend the Ministry of the Interior) handles all review. One review, one decision.
  • Public-private partnership: Private participation is allowed, but public land is not sold. Use changes; title does not.
  • Dedicated conversion fund: Composed of the National Housing and Urban Renewal Fund, revenue from the liquidation of closed private-school assets, and a portion of the land value capture revenue.

Three conversion paths:

  • Urban mosquito halls and urban school sites → Social housing. First wave: 2,000 units (2027–2028).
  • Suburban school sites and mid-sized exhibition halls → Long-term care centers and childcare hubs. First wave: 20 facilities.
  • Rural school sites and agricultural showrooms → Local revitalization nodes. First wave: 30 sites.

General Layer: How Any Country Can Adapt

Asset Unfreezing · General Steps
StepWhat to DoYour Country
1. Inventory frozen assetsHow many idle public facilities, closed schools, idle public land parcels?Count: ______
2. Build a registryPublic database with location, area, holder, reason for idleness.Deadline: ______
3. Loosen regulationsHow long does zoning change take? Can it be cut to 18 months?Current: ______ Target: ______
4. Single windowWhich agency coordinates?Agency: ______
5. Conversion fundWhere does the funding come from?Source: ______
6. Conversion pathsUrban, suburban, rural — what does each become?Paths: ______

Diagnostic standard: If a country's idle public assets exceed 5 percent of its total public assets, and no public registry exists, the country's assets are frozen. The registry is the first step to unfreezing, because it turns "no one is responsible" into "someone must answer."

· · ·

ICU Phase: Housing, Long-Term Care, and Cash Support

After all three recommendations pass, the patient is stabilized. The ICU phase — 2028 to 2030 — is where the organs are rebuilt to full function, and where the revenue finally becomes available for direct cash support.

Taiwan Layer: Specific Approach

  • Social housing: 10,000 units by 2030, 20,000–30,000 by 2035. Mixed residency: 40 percent young families, 30 percent vulnerable groups, 30 percent general households. Rents capped at 30 percent of household income.
  • Long-term care centers: 50 by 2030, 50–80 by 2035. Funded through the designated fund. Staff are public employees, not contract workers.
  • Caregiver stipend: NT$15,000 per month, launched nationally in January 2029.
  • Child allowance: NT$5,000 per month, launched January 2029, universalized in 2030.
  • Disability support: Scaled to need, launched 2029.

General Layer: How Any Country Can Adapt

ICU Phase · General Steps
StepWhat to DoYour Country
1. Housing targetHow many social housing units, by when?Units: ______ Year: ______
2. LTC targetHow many care centers, by when?Centers: ______ Year: ______
3. Cash support start dateHow long after revenue starts flowing? Recommend one year.Timing: ______
4. Payment amountsCaregiver, child, disability — how much each?Amounts: ______
5. FundingPaid from the designated fund, not the general budget.Fund: ______

Diagnostic standard: Cash support must begin after revenue starts flowing. If a country begins paying cash before the funding source exists, that is not policy. It is a broken promise.

· · ·

Rehabilitation Phase: 2031–2035

By 2031, the patient is off the ventilator. The organs are working. The blood is circulating. The rehabilitation phase ensures the patient can walk out of the hospital and not come back.

Three Conditions for Success

  • Land value capture must be institutionalized, not just legislated. The periodic assessment system must be running in every municipality and county by 2030.
  • The vacancy tax must actually change behavior. The urban vacancy rate must fall below 5 percent by 2030.
  • Asset conversion must reach scale. 10,000 social housing units by 2030 is the minimum for the housing market to feel the effect.

GFI Flow Intelligence · 2026

稅基:______ 差距:______%
時程:______ 年
間隔:______
稅率:______%
基金:______
排除:______

定義:______
機制:______
稅率:______%
稅率:______
基金:______
排除:______

數量:______
完成期限:______
現行:______ 目標:______
機關:______
來源:______
路徑:______

金額:______
基金:______

GFI Flow Intelligence · 2026

Me eduqué allí.

· · ·

Corea del Sur lo hizo. Taiwán no.

Recomendado destinarlos a cuidado y vivienda.Fondo: ______

Primera ola: 2,000 unidades (2027–2028).
  • Sitios escolares suburbanos y salas de exposiciones medianas → Centros de cuidado de largo plazo y centros de cuidado infantil. Primera ola: 20 instalaciones.
  • Sitios escolares rurales y pabellones agrícolas → Nodos de revitalización local. Primera ola: 30 sitios.

Capa general: cómo cualquier país puede adaptarlo

Descongelamiento de activos · Pasos generales
PasoQué hacerSu país
1. Inventariar activos congelados¿Cuántas instalaciones públicas ociosas, escuelas cerradas, parcelas de tierra pública ociosa?Cantidad: ______
